a general tierlist for a game like arknights is just functionally impossible
for specific gamemodes, a good tierlist includes explanations of placement, at which point just doing individual unit analysis would be more helpful

all you need to see for this is whenever mei or some SGL/TC player posts on the subreddit and immediately gets flamed

if you've played for a while you get a better understanding. but if that's not the case, you go off of numbers and ease of use and actual applications.

if the unit is a damage character, consider how much damage they do compared to known good operators like logos wisadel mlynar etc.. look at their cycle. look at whether or not it's easy to get the full potential of their damage out of them. look at whether or not they have an extra utility to support them. meta and generally good units excell and one or many of these things.

if the unit is a utility unit, consider how you'd actually use them in battle. this is a bit harder to rank but generally tierlists dont do a good job of showing this off. utility is just more based on whether you like what the unit does for you or not. ines comes to mind for example.

CC operators are most easy to understand but hardest to rank. how well do they give you a window to deal damage to enemies. slowing down enemies gives you more time to beat them up. permanently stalling them means you dont have to worry about killing them now etc.

lumen is a healer. he heals. generally used for his s3. he kinda just heals. that's all he really does. he also gives status immunity which can be cool if he gets the chance to apply it properly. s3 is able to cleanse status effects but rarely if ever do i use it for that. the cleanse results in him wasting his ammo and canceling his s3's afk. so he's just put as a healer that heals things
