mod3 useful since it let her trigger s3 in 6 seconds vs bosses (3 vs elites) while mod2 it requires 1 extra second for both cases

this is specifically useful for the elite case since it let her trigger s3 burst for a 3rd time before skill ends and in some specific conditions even for bosses, mod2 let her trigger at most two times on skill

we could also argue that triggering necrosis for a 3rd time is usless on elites since there are hardly one who will survive 27k fixed dmg but still, 1 second less to trigger the burst is enough reason imo (and the extra elem fragility)

when we calc the dmg we usually consider max level just to have a baseline for everyone, for Virtuosa (or Tragodia) whose level heavily impact their performance since minimal breakpoints (or elemenal ops in general) we can make more "moduled" calcs
