Nothing really creative but since i haven't seen it suggested yet, could very well do it myself.
Basically every doom char should have its own bank, same as with the regular bank you would need to unlock additional rows, some with honor, rest with gold (you would need to do it only once, not for every char). To clarify it should be accessible only by a single specific char and not every doom char on the account and every doom char should have its own bank, accessible only by this char, in which it can store and from which it can remove items.
I guess there is not much to ponder about, it seems like a win-win situation. Players get storage on doom chars and devs get an opportunity to make additional money.
Doom chars should retain the ability to store (but not to withdraw, just as it is now) items in regular storage.

But why
The only reason doom characters may need separate bank is saving gems/exp orbs or any other consumables for easier inventory managment
There's will be no reason to keep swapouts or other items in doom exclusive bank, because it will be basically 2nd regular bank
The only problem with doom characters rn is bank managment. You just can't access items that you may have accidently banked on doom thread
Only solution is to tag such items as doom charcater only, you get the drill
I mean i already have nearly full inventory on my doom char and i'm not even close to getting all the worthwhile swapouts (not to mention all the hats). I do see the problem with using it as an additional storage though, guess your solution could work too. Tbh i don't really care how they do it i just want more space on my doom char.
add looted by to all items. you can then remove any item you've looted on that doom character from the bank.
no need for a new bank and to overcomplicate the entire thing
everyone gets a cool looted by feature to see if OG owner. doom mains get access to all the bank tabs they've paid money for
Just add the pets or whatever for extra inventory space.
