There is definitely something akin to enchanting or upgrading items in the dev's minds already, given one of the main NPCs is a blacksmith. Now as for what system will be implemented, depends on the vision that they have for the future of the game. Having flat rates as you mentioned with the possibility of total loss of the item is one of the worst enchantment systems ever imaginable, and the same has caused multiple other MMOs severe backlash in the past. It is a very archaic enchantment system and wouldn't be sane nowadays. Luck is already massively required to be able to obtain the rarest of equipments. A lot of thought has to go into the possible outcomes and what entails the success chances of upgrading something. Different rarities might have different percentages, more materials could mean higher chance, a fail might be a downgrade rather than a destruction. Its not a simple question and its not a simple answer.
The idea however is very simple; Item + materials = better item. And that general idea they've definitely already thought about before, and we might see it in a future update, given their past experiences as players and lead positions in game development.

I would much prefer smth a lot smaller like very little bonuses and weapons can go +1 up to +3 or +4 via whetstones like dark souls but it should be very small and just bonus imo

#

I almost dislike the concept of upgrading your gear past its base stats for this type of game

Its not that enchantment systems are bad, its just that so far they all keep screwing it up so badly.

Remember, its never about the idea, its all about the execution

Oh wait

#

It says it makes items untradeable if you enchant/upgrade them, I'm all for it then

#

But imo I'd prefer game not having upgrades/enchants on gear

Instead it'd be cool if you could instead swap out abilities on weapons that're epic or under
