What fixed it for me personally was contacting my ISP. All the things support suggested at first didn't work, but I contacted my ISP about the issue and they fixed it for me somehow, I don't remember exactly how and what they said they did, sorry. So my best bet would be to contact them perhaps?
Here's one of the tips Rockstar Support gave me, if it helps you. It didn't help me personally but, might be worth adding!
Workaround 1:
Steps to do Winsock Reset:
Hit "Start", "Run", and type "cmd" without the quotes. Hit enter.
Type "netsh Winsock reset" all without the quotes in the cmd window that pops up. Hit enter.
This command might take a few seconds to run, once complete, restart the PC
Workaround 2:
After completing workaround 1 please follow the below steps to change the DNS settings. You need to change two DNS settings for different Internet Protocol version.
IPv4:
- Open Control Panel.
- Now click on Network and Internet.
- Now click on Network and Sharing Center.
- On the left pane, click on Change adapter settings.
- Now right-click the network interface connected to the internet and select Properties.
- Now select Internet Protocol Version 4 (TCP/IPv4) from the list and click the Properties button.
- Now click on "Use the following DNS server addresses option".
Please type the addresses as listed below and save the changes:
Primary DNS - 8.8.8.8
Secondary DNS - 8.8.4.4
Once you apply the changes, please follow the below steps to change DNS settings for IPv6.
IPv6 : - Open Control Panel.
- Now click on Network and Internet.
- Now click on Network and Sharing Center.
- On the left pane, click on Change adapter settings.
- Now right-click the network interface connected to the internet and select Properties.
- Now select Internet Protocol Version 6 (TCP/IPv6) from the list and click the Properties button.
- Now click on "Use the following DNS server addresses option".
Please type the addresses as listed below and save the changes:
Primary DNS: 2001:4860:4860::8888
Secondary DNS: 2001:4860:4860::8844
Once you complete both the workarounds please restart the PC and network router to make the DNS changes effective.

I had a similar issue, where out of nowhere one day when I tried to launch RDR2 I had some connection issue preventing the Rockstar Launcher from connecting to their servers to validate the product activation for the game. I also could not access https://socialclub.rockstargames.com/ in my browser, and pinging it only gave me timeouts.

After some more thinking and reading online I realized that Rockstar must have blocked my public IP for whatever reason (I just play single player, so no idea why).
What worked for me was to change the MAC address on my router; because this will "trick" your ISP that you've connected a new router, and thus renew your public IP. (Clicking "release IP address" followed by "renew IP address" in my router's web interface did not work.) For my Dlink router I went to the IPv4 settings and used the MAC Address Clone feature.

If anyone is having the same problem, you have to start Rockstar launcher separately and log in from there, then launch the game.
Just tell them to change DNS or to try a VPN next time.

Cause it's easier to say that than to paste an entire essay.
