Do these mission cause you to become wanted by the law? I think I stumbled upon one of these missions, and as I was taking down the outlaws (red circled area) there appeared a "wanted" notification on my screen, then a few lawman appeared and started shooting at me.

You mean a random open world encounter, like clearing roadblocks? The wanted level is independent from the mission. I'm guessing some npc witnessed and reported you.
