Is my loadout overkill for PvE?

overkill for which pve content? on highest difficulty missions such as 5 star legendary bounties(where you actually get shot) its not overkill, if you're using a hat definitely change never without one, and consider using strange medicine over cold blooded

I play 5 star Owlhoot most of the time so I should be fine

i think iron lung would fit better in your setup than nwo for both pve and pvp

also strange medicine is superior to cold blooded

never without one kinda sucks in pve since npcs mostly just shoot your hat off then you're stuck with a debuff until you put it back on, just use iron lung.
