What launcher are you installing on? R*/steam/epic fail? You're installing it to internal/external drive?

Seems like you have some problems with appmanifest file then. First thing try uninstalling OneDrive if you have it, then run steam as admin.
Also if your game is already gone again you can just open notepad, paste text from this link https://pastebin.com/M3YppX5m save as appmanifest_1174180.acf and put that file into steamapps folder where your game is installed, it should show up in the library again after steam restart.
