Why wont rockstar let me make a new character?

I'm trying to make a brand new character in rdo, and whenever I get done customizing the person and everything else and I try to load into the game, it says something like "cannot connect to services at this time" or something like that. pls help!

it says "Unable to connect to Rockstar game services at this time. Please try again later. [Error: 0x99393047]

It's a connectivity issue which may get resolved by enabling UPnP from your router configuration page.
