So I was at the graveyard by the church by blackwater and I see a grave robber and I needed a shovel from the madem person,I got killed but I got the shovel so I went to that same place but I didn't see the graverobber,idk if this was a random event or a one time thing.also my bad for bad description.

Its a random chance encounter. There's plenty other locations where the grave robber might spawn. Use the Jean Ropke map to look up all possible spawn locations
