#Halloween Pass - How to rank up (if it happens)

Howdy, fellow outlaws and inlaws!

I started playing RDO late last October, and couldn't get the Halloween Pass. So I have since been saving my gold. I have 40 bars, and am hoping to plan out how I get all the nifty stuff if it's brought back this next October.

The one thing I haven't found out is how, once you have bought it, you "rank up" and "unlock" the items. What kinds of things do you need to do and is it a special point system or something?

I'll kill every revenuer I encounter for y'all if you can tell me. (No, actually I do that anyway. Hate those bastards)
