Check if there's integrated graphics under Display Adapters in Device Manager.
Also, is the RAM running in dual channel mode? Or do you have a 16x1 stick?

Sounds about right. That mobile 1650ti is weaker than some 10 year old gpus. Aka don't buy laptops if you want to play games.

but... I said that i get 40 fps maximum when my settings are the lowest
while the guy in the video has 45 fps with the max settings

Laptop hardware and PC hardware is not equivalent, despite the same naming of parts. But despite that, it could be possible that the game is using your system's integrated graphics instead of the dedicated GPU while playing.
I've seen a few others who had this issue but never were able to resolve it.
That causes more problems, like system freezing and mostly resolution being affected/magnified by twice the size.

Can you rather go into graphic settings in Windows and select RDR2 to have maximum performance/use dedicated GPU.
You should be able to do that in Nvidia Control Panel as well.
Normally, I would suggest this but every laptop uses integrated graphics differently apparently.
For some, disabling it and playing works fine.

Settings aren't max in either video. And fps at 1080p is like 30-35 ish, depending on area. Ofc they might not be completely min, but most performance hungry settings are already off.
If you want to believe I guess check your temperatures/clean dust/get cooling pad if necessary. Do clean windows format and reinstall.
Yes, i found out that my PC had some dust in the vent and i cleaned it
I also think the gameplay performance was already normal, since this computer is a laptop
so it has limits

That's good. But I still think the integrated graphics being enabled is mostly causing this issue.
I did disable it for one time, and it made system-wide stuttering

Yeah, the steps to effectively disable integrated graphics and freshly install GPU driver after using DDU will be a challenging task for laptop systems due to the way their system is designed to use integrated graphics for power saving.
I would suggest looking at your power plan in Windows and checking individual parameters in those plan's settings such that it always utilizes the resources as much as it can, even in the min/low state.
In power plans, i saw that i can change the intel graphics card power plan from Balanced to Maximum performance
Ideally while playing, that should never be used in the first place.
