If you are having Failed to load recipe list. in the setup page, this means that your browser was not able to connect to GitHub's CDN (raw.githubusercontent.com).
Try again in a couple of minutes, and if that does not work then try changing your internet provider or using a system-wide VPN (instead of just a browser one).
Note: This is a known issue for Indian clients of Jio.
