What I'm about to say is guesswork; go to %appdata%\CitizenFX\kvs\, move the content elsewhere on your PC, and try again.

If it works, something in your local save vMenu is blocking it.

If it doesn't work, it's something else. Clearing FiveM's cache is also a good idea. Go to C:\Users\%username%\AppData\Local\FiveM\FiveM.app\data (windows + r and copy paste that), delete everything except game-data.
1st reconnections to servers will be long. Server history will be emptied, etc.
