this say Database connection failed: connect ECONNREFUSED 127.0.0.1:3306
If you do not have a database installed, you must download and run MySQL or MariaDB.

i just had that error last night and it was explained that I need to make sure the MySQL as well as Apache are on and those are within the XAMPP Control Panel. It happened because MySQL was not ON.
