#FPS drop when doing nothing

I was nesting on my ss at (Look at the picture, its near br and idk what its called) and I went to draw because I had nothing else to do. Then once I come back to check on the eggs, I'm at 12 FPS... Then I handed out the eggs and started talking with ppl and now I'm back at my 30-40 FPS.

As I'm currently writing this it droppped from 30 down to 20 FPS.

It could just be because of my pc but idk might aswell make it known.

I had the same problem on my end somewhat and it just doesn't make enough sense to me... This prompted me to try moving to other locales to see any differences, but I DID indeed also notice my frames dropping when merely sitting still and only rotating the camera. Regardless if I looked up at the sky, which essentially loads very little.

I noticed it occurred often when night was turning to morning and progressing into day. The bright sun rays and lighting all around the world... it also cleared up some when I moved away from the crowded Big Rock(often flying down towards The Lake to Arch. But not always. Sometimes the frame dip stayed no matter where I travelled.). (I was on my adult BW in this session) But what really made a difference was the Lighting setting. I turned EVERYTHING down to potato except Texture quality and View distance. And then I worked my way up from the bottom turning just about everything to Medium(or where I had it before. Reflection is High). I noticed the change when I came to Shadows and Lighting. Primarily LIGHTING. Shadows is back on Medium, but LIGHTING HAS to be Low or Potato. My frames evened out much better back up to the 30s. Better than the 10s-20s. Also, it was somewhat better on cloudy days. (I am aiming for initial starting frames of 30-40)

Later on- Significant frame rate decrease upon flying near and over Big Rock. (dropped to under 20). Current ping this session - 113ms(why does this value never change in server when requested? The value stays the same as when you selected it in server menu) on Sanctuary. Other times in Sanctuary it'll say less like 56ms or 84ms(but never changes in the middle of a session). But I've also seen it skyrocket to 280ms on server select page... Before entering the server I will see multiple fluctuations when Re Searching, which I expect, but not VERY drastic fluctuations, which now I'm wondering if it's the server location from me, server population, pc specs... yet my frame rates will be a decent 30fps upon entering even when I'm in the heart of Big Rock locale... By the way I am in the US so I choose NA Sanctuary.

I decided to quit the game and relog back in to see if that made a difference(I think I Hard Logged). Frame rate bounced back up between 30-40! Unfortunately, day had also turned to nighttime. So less lighting to fully test. My settings were also still at Lighting being LOW. My Bf suggested maybe it was my CPU... like DoD is too CPU intense. This PC's CPU can run Monster Hunter Wilds also around a consistent 30fps just fine with zero lag on NA OR Worldwide Lobbies... SOMETHING is being processed and affecting my frames and causing me to rubber band EVERY session and I'm just not positive if it's just the lighting or something else...

The images attached are when I kept Re Searching for servers to join and see their ping. It's only this game that my ping takes a nose dive like this randomly... why.
