yes, but to avoid the uncanny valley of anatomy, there is a rough head-to-body ratio that is often seen in chibi art, as well as the body having consistent anatomy to that of a human. think of it like a baby with exaggerated proportions: they have an oversised head but the body is still anatomically correct. This, of course, isn't a strict rule, just something I've noticed^^
