I always do characters before background- like. How can you judge the size of the background/position of foreground etc. but then there are times where doing background first is better

I'm here to tell the story it maybe not that special but atleast i feel good to tell, i found a sparrow (newbiee) at my home space that is my friend for 1-2 days ago. i was playing piano but i saw them so i went to greeting them! they suddenly gave me a candle to unlock relation ship tree so i pay them back more because they look cute.
