1. It means that the actual caves of propehcies isn't there , it's somewhere esle, only the entrance is there, maybe the people at that time could open and close portals and since that place looks hidden , maybe they just made the entrance in Isle and a portal, so that they can close it whenever they wish and noone can enter
2. It's so that people (ahem, ha*kers )can't go to the area easily.

I think that it is before the founding of the sky kingdom, the wording in the description of the reveal trailer is quite curious

a chilling new adventure that foretells an origin story of Sky’s villagers.
“Foretells an origins story” would seem to indicate that this whole season occurs before the origin story, however I’m not sure if we can take the description of a YouTube video to be in-game canon

Additionally that would complicate our understanding of spirits
