So, we know that they mined light and/or darkness in forest, which is supported by the existence of the light miner spirit.
We also know that power diamonds make things fly, and they probably act like batteries to store light, which led me to the conclusion that light allows things to fly, which also explains why light creatures can fly as if gravity was a mere suggestion ( i don't know about dark creatures though )
So, with the conclusion that light allows things to float, and there were light miners, i think that there are certain types of rocks that naturally contains light and is able to float.
We could see these floating rocks in the valley flying race and various other locations such as Sanctuary, Prairie, and more. The rocks seem to also have been used for construction in valley, supported by the existence of floating roof fragments in the Citadel.
