Maybe this has already been thought of and I'm just really behind the curve, but... Lore theory: Sanctuary island is a sanctuary the spirits fled to after things went bad in the sky kingdom.

The manta cape spirit is trying to cheer up the others after they had to flee their homes. He takes one spirit up to see the beautiful view, but the grumpy old man isn't impressed. He's unimpressed by it not only because he's grumpy and old, but because he misses home. He tries to give a shell to the sunglasses spirit as a gift to cheer him up, but sunglasses rejects it. Later manta cape uses that same gift to cheer up the shy spirit. She's not just over emotional about it, these are tough times for her and the gift means a lot. The white pants spirit finds his own comfort by watching the jellyfish.

Maybe like in isle, they just newly discovered the island, then they made it beautiful like prarie, then a storm destroyed it like in forest, but they made it even more beautiful than before, then another storm that destroyed it like in wasteland, so they decided that theyll just make a secure building to store their knowledge and stories then the storm destroyed that.
