i think it's a matter of concentration of darkness? you don't get instantly recharged just because you're in a light area, maybe it's the same thing with darkness, that just because it's dark doesn't mean dark plants and creatures will come up. maybe specific areas are just more darkness-concentrated to the point where dark life comes about
