You need to complete the quests from the Season of Flight, that's also part of of the Aviary questlines. This cloud tunnel is a direct access to a seasonal area called the Wind Paths. You don't need anything special to access it once you complete the quests.

To locate where you should fly among the clouds, use the cake candle as a reference. Make sure you fly in the correct cloud shown in the first video, you will notice when because it turns slightly green

• With a friend 👥 (second video)

It is required to have unlocked the piggyback option. Can be done in any island located inside the cloudy area.
Both players should offer pigyback and press it at the same time, cancel once you reach the top

• Notes: The plane may take several minutes to be located
• It is recommended to have previously completed all the missions of Season of Flight
