It depends, because it creates a way more intense effect. Multiply darkens the values and blends it's color into the mix, Color burn darkens even more and makes everything look more saturated

This is gonna be subjective answer. I like the right one in the aspect that the background is pretty telling of the scenery that this house is in the dark eerie forest full of dead trees judging by how the trees only have branches shown.
The left one is neat in the way the scratchiness sketch of the snow on the ground and the river/ or road. giving the energy of the warning sign.
