the extension would be more attractive with certain features. theres a market for canvas games, and the better your extension is the more likely you are to have it be used, and thats what will make the userbase larger.

I understand it is a bit foot in the door in a way, but like you got to concede at some point or else people will just work together to make it, and once people decide to to work together on it, you would now have to work together to stop it, which is more time spent not working on art

by allowing a small flag, you minimize art being covered, while also allowing people more time to work on art instead of defending it
