if you specify things correctly you can get AI to make any scale project you want from scrarch. Except the specfication you'll need to do that is going to be a lot of work if you want it work.
But you also have to limit the scope of changes in each request to the agent and have testsuites.
For some projects it's ok to get the AI to design stuff but at least read what it said it is going to do before approving it.

I think AI makes it trivial for non-programmers to develop small projects. However anything more needs a good foundation.
