When looking at the moodle [my school uses moodle] instance's calendar, it shows "May 5, 2026" because the server's main time unit is configured to "America/New_York" instead of "Asia/Dubai"

@ the official canonical way to launch vllm with rocm includes a sed to grug delete a check in vllm's init
