took a little playing around... ended up using Nero AAC encoder at 24khz sample rate
I tried 32khz, but the low bitrate setting was causing Nero to use parametric stereo which suuuuucks... there's prob someway to disable that
24khz sample rate is maybe more efficient, anyway... only thing is it's limited to 10khz or so

and FDK.. I think only way to use super low bitrates is.. parametric stereo.. which I did try with that encoder and it also sucks

I figured out how to force true stereo and tried 32khz sample rate
it's worse... bitrate is only about 0.5kbps less.. but I think the extra sample rate is eating bitrate
and it's limited to 9khz instead of 10khz now.. and he-aac frequencies start at 4khz instead of 4.6khz.. and the non he-aac frequencies are slightly less filled
so it's quite a bit worse overall
22.5khz sample rate is for some reason starting he-aac frequencies at like 3.4khz 
so 24khz seems best
