So I was doing my own stuff and went to my LGS and bought me Phenax because I wanted a mill deck for a while.
And I put this deck together:

And I just realized that I need to target each opponent with the ability so it's harder to use it as a win con if it's one player at a time and also I need some ramp as I dont know how to do so in dimir.
The strategy so far is to play a lot of defenders and mill instant/sorceries and then play phenax when the board is set to start mill opponent(s).
So any help regarding how to help with milling opponents and ramping in dimir is highly welcomed as well as addition/cuts.

i see zero 3 drop mana rock, which is arguably the most important curve of the deck with a 5 drop commander
even if you dont plan on playing the commander on curve, there are so many more things you can do with 3 mana rocks that 2 mana ramp cannot
i would rate swiftfoot boots here at the bottom when it comes to haste enable out of the options avaliable
there are greaves at a higher price and [[thousand year elixir]] at a even higher? price point
perhaps [[jandors saddlebags]] is the jankiest one

dang, it really need a reprint
high toughness walls + phenax isnt a bad game plan but liek you said, single target is just not fast enough with 3 players with 39 more cards each than the normal 60 cards format
so things either need to be hyper efficient with that toughness or just ways to add to the mill
syr konrad + mindcrank, those are excellent selections in your deck already, i would try to add every little small things to slow down the game and "help" others to fall into my favourable position and win condition
i want everyone to fight and not direct their things at me, perhaps some infighting/goading/ common thread on other side of the table is a good thing

"Each player" means that everyone will thin their deck by 1 card, if you do this on any opponent's main phase, then you can temporarily give that player one more untapped land
and both that and ghostly quarter can potentially trigger your own landfall crab if you are desperate
the card that lot of people see as group hug technically falls into the mill plan as [[hallowing mine]] is milling an additional 3 cards of your opponent's combine 297 each round, while still giving you a small boost in card advantage. [[temple bell]] has the best timing on your part, [[minds aglow]] can sometimes bait people to pay their untapped mana ON RESOLVING the spell (pass the point of reacting with counterspells)

basically, you want to somewhat use the "small bean syndrome" tactic to your advantage, a well paced and controlled environment to deploy a slower mill plan
you dont need two card one shot combo, but as the game goes on, you might outrun others in that battle of attrition to reach the end just before they run out of fuel in front of the finish line
if the normal win con with battle cruiser combat is driving your vehicle to the goal, mill is like putting small holes in their fuel tank to make sure they will never reach that set goal, while life gain is almost like moving that goal poles a bit at a time XD
i wonder if you should consider lifegain just to be a dick

oh and on top of the ramp thing, there are many creatures that can untap permanents, i think [[aphetto alchemist]] is at the lowest cost for creature only
most others can untap lands/artifacts
the one that has cycling can untap and cantrip itself
personally, because i love big jank spells, my favourite mana rock is basically [[gilded lotus]]
i wouldnt think twice about going below 37 lands to play those big ramp cards
sometimes paired with [[sonic screw driver]]
i think the laser one can goad on the last ability, but i dont really find it as useful as the untap

I think the mana rock, aphetto alchemist, misleading signpost and the lotus are a good plan
I dont know if life gain is a good plan to play with phenax
But the smol bean is quite genius

yeah the life gain thing is more of an after thought that seems trolly, i dont think dimir do that well. its more like fog/tap down creatures so you are no in lethal range
I have that spell that exiles graveyard and gives 3 life for each creatures
But dimir isn't really life gain-y

and maybe [[unhallowed phalanx]] as it's a 5 drop that comes in tapped
and duskmantle guildmage feels redundant and expensive?
is there a cheap-ish tutor for artifacts/enchantments in blue? i dont have the budget to add a demonic/vampiric tutor

Its refering to a card that was basically broken on release, think of [[skull clamp]] which is broken with anything so in a sarcastic way of saying that a broken thing "Got" broken by something else
if you read intruder alarm, its is not just your creature, and it doesnt just untap one creature
so if a [[avenger of zendikar]] enters
and bring along 9 tokens
the alarm will ring a total of 10 times
thus untap, ALL CREATURES, 10 times each
Yeah, intruder alarm is unbelievably strong with tap abilities. The meme is “guys I think we broke (incredibly well known and generically broken/powerful card). But the issue with intruder alarm is that because the effect is universal, every opponent gets a turn with it before you get to untap so you might just get the win stolen from you
