niv mizzet is both card advantage and a great source of damage, so you want to play many cards at a time
cards like [[strike it rich]] and [[snap]] are essentialy free
since niv requires alot of colored mana treasures are amazing, [[mines of moria]] and [[spiteful banditry]] will help you aquired them
finaly looking for creatures that helps your instant casting or commander triggers will help alot [[harmonic prodigy]] makes you draw 2 card dans deal 4 damage whenever casting instant or sorcery

I mean Liers all upside unless you plan on running a lot of counterspells. Would personally not go lower with lands. I usually use EDHrec average as a minimum for what I should run. Cutting lands is usually a trap

Well you need to decide if you want to be a combo deck with curiosity or a spell slinger deck. I would suggest go all in on combo because there are better izzet spell slinger commanders. If you do go combo its a high powered deck by nature because if you resolve curiosity you just win on the spot.

A good way to look at deck building is you have a goal and then ask yourself the question about each card how it helps me accomplish that goal. So for example in niv your goal is to combo off with curiosity, now think about what each card does and how it helps you accomplish that goal.
