Howdy. First deck and I think im narrowing in on something that I think would be fun to play. I have been trying to read as much as possible on building but I think I just flat out dont know the game well enough yet (played maybe 6 games ever) to understand if what I have is in the right area. It may be slightly worthless to ask I was hoping to get help gauge the ballpark PL of the deck too since I literally have no idea. I've played a handful of precon decks but this would be the first I've truly made from the ground up.

I'd recommend removing your Commander's Sphere and Chromatic Lantern for mana acceleration that costs 2, stuff like [[Talisman of Dominance]] and [[Dimir Signet]] that you don't have in there yet. the Worn Powerstone is better since that at least produces two mana.
I see Undead Warchief in your maybeboard, that should definitely be in the deck since the value it gives you is crazy.
You're also very light on interaction. It's important to play your game plan, but in my opinion it's equally as important to slow down your opponents. Blue has a ton of counterspells while black is great at killing creatures. Stuff like [[Infernal Grasp]], [[Hero's Downfall]], [[Negate]] and [[Countersquall]] would be good considerations.
As for cuts, I see a a few random value pieces that don't fully synergize with what you're doing, or are probably too slow. As Foretold doesn't look like it's doing a whole lot for you, and some things like Noosegraf Mob, Vengeful Pharaoh and Unbreathing Horde look good on paper, but don't do a whole lot for you either.
I appreciate that. I have that undead chief in the mail thankfully haha. I think I have those mana rocks so ill go look for them and swap those out.
Someone also suggested to me in a game a bit ago that I should go hunt down some better lands as Im probably producing too much blue mana. Things like the [[Cabal Stronghold]] or [[Field of the Dead]] instead of the lands that are coming in tapped maybe?
I wouldn't say you're making too much blue. You only have two islands in the deck which represent the only mono-blue lands, with a bunch of swamps and duals. Fixing is important, so having those dual lands to make blue when you need it and black when you don't is valuable.

So, since you have Havengul Lich and Rooftop Storm, you should DEFINATELY be running [[Repository Skaab]] and [[Overcharged Amalgam]]
The 2nd gives you a repeatible counter ANYTHING (near enough) from your graveyard for only 1 mana
I made this for my Varina deck. This might give you some fun ideas for other interesting interactions
Most Scarab God decks don't need to go into the Zombie theme to be effective, they just pile in the removal and mana ramp route.
since you're using things like Paradox Haze (good), I'd really suggest increasing your "copy enchantment" package a bit more. Or adding in a [[Sphinx of the Second Sun]]

you WILL get targeted for using Scarab God. It's just one of those commanders people remember from being dominating in Standard a long time ago, that's why it held such a high price tag.
Having some good counterspells is REALLY important
I've made a deck with some ideas, a lot of the zombies just aren't great at higher powered tables, which might be what you see if you run scarab
it's not fully optimized, as I wasn't sure of your budget
Volrath's Stronghold's probably isn't needed, I forgot to remove it, but's it's great if you have it
