Quest left completely uncompletable, even after resting the game

The "collect G-O-A-T" quest has entirely softlocked itself, leaving me unable to progress. I completed the beginner course, but then the quest disappeared from the top left. Speaking to the NPC has him do his normal dialogue, and going near him makes him clip out the map. The machine cannot be interacted with. The quest still shows on the map.

Also I wasn't rewarded, so it hasn't been completed.
