That is, i think, either:

wrong java version (nope, you're using Java21, so that's good)
you're system is set to something besides English (maybe)

Could also try deleting the lock file, thus forcing it to try re-installing.

...you did unzip it before running the .bat, yes?
...instead of just clicking the .bat (which really should work fine), try opening a terminal/command window/powershell/whatever and going to that directory and running the startserver.bat as a command. (more of a hail mary)

that file, the win_args.txt and the nested folders it rests in, should have been downloaded, as part of the startserver.bat script's initial run.

try again with a fresh unzipping of that zip? It shouldn't say server is already installed if it isnt.
