Lost all progress after power outage.

I was playing today and the power went out, when I restarted the game, my save file on the file selection screen showed all my progress, but when I uploaded the file, it created a new save file. My old file is still in the menu, but whenever I select it, it launches a new game. I reached the wolf boss, found a lot of secrets, spent 33 hours in the game, I'm just lost and don't know what to do

So what happened is that you lost power right as the game was autosaving.

Unfortunately, that save is unsalvageable toast.

Try the following
1: shutdown steam
2: Rename the auto SavedGames folder to SavedGames.old, I do not know the location of it on windows as I play on Linux,
3: start steam, hopefully Steam will redownload a known good copy from the cloud.

This is not a bug, but a thing that can happen to anything on a computer.
A power loss during a write even on the drives file system can lead to corruption of data.
This does not matter whether you run Linux, MacOS or Windows
