Longtext has many compromises to real-time formats, but let's still assume the basis that we're trying to be as close as the real thing as possible, minimising compromises
Consultations are primarily used to 1. clarify Rules questions (which over text we can do so in our ST Threads anyways) and 2. use Day abilities privately.
Yes, talking to the Storyteller irl is taking up time you could be spending Whispering to someone else. However, given that the compromise to Whispers we have right now is Limited Quantity due to the extended time, grouping in Consults feels like a punishment to Consult roles.

This happens all the time, same with all public actions (which is why you shouldn't limit public actions to only whisper periods) -- people are around unpredictably and the day evolves as it plays out leading to people wanting to use their abilities differently
