Vigor is flat -1 outsider and there's no other outsider manip in the script which is kinda wack, but I guess you have 4 outsiders that want to stay hidden for the most part so it's not as bad.

balloonist always works on vig scripts because it is less of a feels bad for the balloonist (since -1 outsider already, it doesn't feel that bad)
