As a rule of thumb you generally only want one character that can cause extra evils to be in play on a script
Maybe two
It's not really as fun as it sounds when there's loads of extra evils
That is cult leader / bounty hunter / goon / politician
The other one is actually that goblin doesn't work that well with very public minions which is a bit counter intuitive
but goblin is actually effective when there's ambiguity around whether there's a goblin in play or not
but for example if you have an FM announcement and an organ grinder vote then you know if anyone tries to claim goblin they are full of shit
in fact if that happens and then you have an alchemist goblin they are basically confirmed to be good
Modulo an evil alchemist but yeah
I was already thinking of getting rid of the Cult Leader and the Politician, so along those lines it seems like a good place to alter. I kind of like having the Goon and the Bounty Hunter around, so having the Spirit of Ivory is probably a good mitigating factor.

Mate, if you've got rational ideas to share, then I'm down to adjust. You've already pointed to two instances where the play experience can be improved.
A thought occurs, I replace the Goblin with the Vizier. With 2 other readily apparent minions on top of this, there can be the sense of paranoia knowing that the Witch is definitely in play.

I think Butler is on theme for a replacement Outsider. Can't think of a different one that would be appropriate or function better.
