Well there are other addons that require episode 1 and 2 to work

this was originally a mod for half life 2 episode 1

the replacements works because garrysmod/models and garrysmod/addons/*/models are loads later than VPK archives.
If the VPKs loaded before the your custom content do not contain textures that you allegedly want to replace, then your addon will just add new textures to the game.

In most cases, these addons are maps, and they depends on the content of episodes or other games precisely because they are not allowed to upload retail game content to steam workshop.
