I may be wrong here but it clearly has a problem on the way how they apply the rigs in it
A common tutorial trick is taking an existing armature from a model and use it as the armature for the desired model.
That's probably what they did.
Have you tried moving the bones in blender (i assume you're using blender) to see if you linked it correctly
tbh I havent tried that myself yet lol
but its good to save alot of time tho, just need to fix the off-centered rigs that can cause the rigs to be like that
just use the proportion trick

For the textures it might be a wrong UV Map (can happens when you add another smd or model and they dont match the UVMap names)
For the model probably bad rigging

the screenshots doesn't show you moving any limbs
I mean I've also found sometimes the method I used didn't work in Gmod but that's neither here no there
Yeah, I figured that the $definebones is what causing that problem
So I deleted it and it works fine now
