Hello, currently my Gmod is having problems that I can't solve. No matter how much I uninstall and reinstall whether it's the adons or the I nothing happens. I even cleared the cache of the game nothing and its only put failed to parse addon file. How can I fix the problem

"Failed to parse addon file" means the uploader added something to the addon that doesn't meet gmod's whitelist. Basically, they got files that shouldn't be allowed in an addon.
There's nothing you can do to fix it - it is solely up to the uploader of said addon to correct.

I'll explain my problem. The mods are not downloaded to the right folder. They are in: Steam/steamapps/workshop/content/4000/ while they should be in Steam/steamapps/common/GarrysMod/garrysmod/addons. I found a temporary solution. You have to go to the 4000 folder, open one of the folders there and copy the mod that is there and paste it into the addons folder. Then you have to copy the gmad executable file that is in the Steam/steamapps/common/GarrysMod/bin folder and paste it into the addons folder. Then you drag the mod file onto the executable file, it opens a window with lines of code and then it creates a folder with the name of the mod. The problem is that you would have to do this for all the mods, so do you know how to do it so that the mods are directly downloaded into the addons folder and not have to use the gmad executable file?
