So what do I need to do in the .qc file to change a prop_effect into a prop_ragdoll?
The model I obtained is fully and properly rigged

You'll need to create a $collisionjoints for your ragdoll.
Build up a collision mesh made of smooth-shaded, convex shapes, and group the vertex weights on those shapes to the named bones.
