Valve does not really track down people using css, portal etc materials/props on the workshop that I'm aware of.

I self use css content and seen people use portal models

There’s a tool somewhere to automatically pack extra game content, don’t remember the name of it though.

Yeah, Valve doesn't care if you use Source game content in Source games.

Its only if its in other game engines that they might maybe care
