either your weight paint is fucked up or you need the Proportions Trick

make sure your weight paints encompass the model properly then if that doesn't work look up how to apply the Proportions Trick to your model

to fix it u gotta use the Proportioning Trick Tool (Its a little hard to understand but turn on subtitles of the vid and watch along)

the vid brings up 'ragdoll' a lot but it will still function as a playermodel and should work for the Outfitter addon too
