Try to deactivate/unsubscribe addons you recently subscribed to or were updated recently and see if it solves this problem. You could also just try to deactivate all addons you currently have to see if it's even a problem with some addons.

You could try the x86-64 or the x86-64-temp branch (beta) of gmod and see if this helps in any way.

Try to start gmod with the -noworkshop command. This will temporarily disable the Steam workshop, but it should help to identify the problem.

The last thing you could try is to factory reset gmod, but then you lose a bunch of settings. I'm not sure if this would fix the problem.

in the gmod folder there is a FactoryReset-GMod.bat file. run it

All addons will be uninstalled?
all setting will be reverted (i didn't change any)

It will remove the Lua/Workshop cache, the SQLite database, everything in gamemodes, lua\ and the folders data, cfg, settings, download, downloads and downloadlists

Addons downloaded over steam won't be removed

looks good. See if you can find any windows power plan settings that may be causing gmod to slow down or refuse to use your dedicated graphics card.

Also, update your drivers. You're on a november 2022 revision. The latest version is released June 1st.

If you're running any antivirus software, that might also impact your performance or experience. Factory reset gmod.bat should've automatically told Steam to validate your game files after it completes. So, the fact that it didn't do that, tells me the antivirus software may have intervened.

I did the factory reset and Validation. although I am using Avast antivirus. I don't know how to update the drivers. I'll google it
