This would make more sense if cold cases came into play more strongly
harder cases
There is a framework for that, employees at city hall can give case hints. Implementation is meh tho

I kind of agree. We can get one single tip in the case if it's been over an in-game day and it's still not solved. Like those ones where it's to get a photo of someone who is: 36 and tall. And that's it, that's all the info you have. Currently I just close them because outside of just copying down every name in the directory and Databasing them, there's no real way to solve them. Having a pal at City Hall you can accidentally drop some crows on the desk beside and they think out loud to themselves about some info they heard from the Protectors that might just help you out would be nice. But only when you've actually hit a wall and haven't solved it in a timely manner.

The hint system works by getting more murders as time progresses. Each new murder scene gives you new clues to work with
This already kind of exists with the pay-to-get-info system. Maybe it could be expanded into more of a bribe system? I mean, they can't really generate info no one but the murderer knows, but maybe people could do useful things for you, such as gathering info from a person or stealing from them. Then again, it kinda defeats the purpose of the game
