When an NPC is requested to identify someone from a picture that hasn't got enough information, they could mention an NPC who matches the information that is provided. Say the only info you have on a person is that they have red hair, the NPC might mention their roommate or co-worker who has red hair - might be the right person, might not be, but it would provide a little bit of balancing to those side jobs that don't quite generate enough intel and leave you with less than no leads to follow.

ig it would make cases a bit easier,not like they arent already easy enough,and remove logic,if your mom's name was Ana,and i asked you,do you know someone named Ana,you would probably not tell me at all,or tell me about your mother.its js realism

I really want this as well, in tandem with a a sort of "Speculative Citizen" feature, which is basically an Unknown Citizen that the player can create and configure - typing in a name and inputting whatever profile information you have.

There have been cases where I can find evidence for someone's first name, and also find their first initial & surname, and know it's the same person, but the game won't let me put them together until I find their full name in the wild somewhere, which is very annoying.
