As the title says, a serial killer that attempts cover their tracks, potentially taking the corpse with them and disposing it elsewhere. To increase the difficultly, maybe only partial remains are discovered--headless corpses meaning you don't have an image of the victim but you have fingerprints and body size, or possibly you just have an arm so no cause of death and all you have to go on are fingerprints. Ultimately this has the aim of prolonging cases a bit. Instead of finding the victim at the place of their murder, you find them away from it without immediate identifying features, so you need to discover who they are before you start looking in to who they knew.

I feel like a body transportation system is not really possible without vehicles. Actually, the only other way I can think of is if they cut up the body at the crime scene and transport the remains in a garbage bag. Then they'd have to have citizens regularly carrying and leaving garbage bags to avoid an obvious "he's holding a bag so he's the killer".

They either dump all of the remains in a dumpster, flooded basement floor, etc. And maybe, the killer could even keep a part of the victim as a trophy. Like when you search their apartment, they could have the leg in a bag hidden in their closet or something.

That's what partial remains would be for. The deceased's body part wouldn't carry any items apart from maybe the killer's calling card or maybe the killer's fingerprints. If it's an arm, it'll also have the victim's fingerprint making them easier to identfy
