- Rob and crime now has its penalties and you have to pay even if you get out of the building and you became a suspect wanted by the cops. Of course unless you weren't caught robing or killing. This means that witnesses no longer have amnesia and you have to be more careful.

not lore-accurate, the enforcers don't really give a shit unless you bother them or do something directly in front of them

Maybe with some several penalties for rob and killing like being wanted makes it impossible to be evil in that way and I think that can be more immersive for a detective game like this
It might be a little recursive, but one way this could work is if it was a seperate kind of case. Whenever you shoot someone, you have to justify whether or not it was a "good shoot". Was there a crime you can prove and were you shooting in self defense. This should be especially easy if this was a mugger or the person you're trying to arrest for a murder.
If you can't justify it, the Kola Kops get you and it's game over.

I think in the current state of the game it would be useless or overpowered. Take away from the detective using his or her wits, but killer being dangerous would be nice like going to grounds like hide in basement of the apartment buildings and move like say every two day to another building

Hell, I think the only reason guns are used is to give the gun shop a reason to exist, so you can I'd the gun use in said crime
Why though? Every single npc can use them, so why shouldn't the player be able to aswell?

I mean npcs already surviving getting stabbed by the player is weird. Imagine them surviving a shotgun shot. They would just be way too op
I mean, you survive gunshot wounds already, so I dont see why can't it be the same with NPCs

ok different thought: Was there really a time where you were like "man I wish I could shoot every NPC in this room in order to get the gem or whatever". If they add guns there at least needs to be some penalty
Mostly I would want to use guns to shoot cameras, probably. Which might not be good for the game or its balance, but it's the only time I've ever thought "man I wish my guns worked." Maybe also shooting out locks? Or firing a gun into the air to make people flee the area? Or holding someone at gunpoint.
I don't think the game needs or should have gun combat as a major feature, but I do think that there are interesting noir gun tropes it could use, and ways in which guns could be loud, difficult-to-use tools with a lot of risk rather than weapons.
eg. if the sound of gunshots caused unarmed NPCs to flee the area and call for enforcers, you could use it to clear out an area that you want to search, provided you can do so quickly before the enforcers respond to the disturbance, without actually shooting at anyone in particular.

The gun itself is quite useful, but if you ever actually fire it you're in deep shit.
Yeah, Gunpoint in particular came to mind in terms of how I'd want to see guns work here if they ever did anything.
Guns feature heavily in noir stories but the characters tend to spend more time brandishing them than actually firing them, since they're not action heroes.
What I really thought is "it kinda sucks that I can't defend myself with guns, despite the other NPCs are able to and despite the fact I'm able to purchase guns in the first place"
I feel like for a game that already gives you freedom in the investigative aspects of a case, I don't see why you shouldn't have that same freedom for other things such as guns
I mean I guess in the end it's your choice but I like it without them, it seems fair since the NPCs are pretty dumb when it comes to chasing you down and killing you

I'm fine with sidearm that seems very nice but I don't want to be shooting with ak47 or what the hell is the rifle
I think that the player should be able to do (pretty much) anything an NPC can do. I have a lot of ideas for things to add to the game, but I used to dev some games, and people saying "why don't you just add ___" was really annoying, and I don't want to be like that.
I know this is not a game where you're supposed to be the murderer, but when I knock out an NPC and repeatedly bash their skull in with a hammer, covering everything nearby in blood, just for them to wake up 2 minutes later and pull an alarm, is really irritating.
The only way to allow us to actually kill NPC's, would require A TON of work, pretty much a "Shadows of Doubt #2" entry worth of work for it to be fair and fun.
Like, you get caught, and just fined? That's not realistic, add a jail and escape system. Oh, well then a social credit system would have to be removed or it would never go up because you're a felon/escapee. And the jail system would be months of work JUST FOR THAT, which brings in thousands of other little "add this" "add that".
Not to mention the ability to leave evidence yourself. Should your fingerprints be left behind when you open a door unless you use gloves? That's a whole other thing to add. If you get shot, can your blood be used to arrest you? if so, they need to create an entire arrest system, police de-escalation system, then the jail thing, the ability to clean up your own evidence.. That's literally like a decade of game development to get through, and if they DON'T do that but just add killing NPC's, then it's still unrealistic, because you get to murder people and have no investigation done, no possible evidence left behind, etc.. just plot armor.
TL;DR I yapped way too much about useless crap, but basically, adding the ability to kill NPC's simply can't work without a whole re-release and too much work, + adding JUST the ability to shoot back wouldn't be worth it if every NPC in the map hears your gunshot and ruins it anyway, etc.
