I love reading it while I'm waiting for some place to open or riding the elevator. It would be nice to have multiple pages you can go through with job ads and some other numbers you can call. Maybe stories that give you some intel about random citizens or just bits of lore. And maybe some cryptic ads for illegal operations that contain their passwords in hidden messages.

I love the idea of it being 90% fluff but it would be very cool to sprinkle in hints towards future cases like job ads from places that currently have dissatisfied workers; apartment listings for people who are going to want to flee soon; or personals from people having affairs.

Internally, it'd just be something like: increase draw weight in pool for RNG selected murderer/victim next time the appropriate type of crime would be generated. So it wouldn't impact how often crimes of a given type and motive occur. It just creates a chance that there were red flags that make sense in hindsight but you never could have done anything about.

Going to a newspaper's reading room or a microfishe collection was a big part of what private eyes did before the internet. That and visiting county records offices.
