We’ve got so many cool highrise rooftops with little purpose other than atmosphere. Turn that atmosphere into drama. I want criminal standoffs at the edge of a 17 floor drop, I want to chase the perp to the “end of the line”, and I’m sorry devs (I know your stance on guns in the game) but I want to feel like I might have to defend myself with deadly force as a final resort when a violent criminal sees the skyline edge and realizes there’s no escaping the law except to shoot its representative or jump. Let me hear about tears in the rain and photograph illicit activities taking place on the neighboring skyscrapers roof.

They’re the coolest locations in this incredibly cool game, please give me some narratively compelling reason to visit them.

I would like to see rooftops be used for some things. Like having one of those ritual murders up there, an offering to some sky god. :p
Also having the suspect flee there could be interesting. Sneak up on them just standing near the edge and cuff them.

Oooh also could be where a criminal goes for a stakeout or if they're gonna snipe the victim

The combat in the game is pretty lame. So being able to just sneak up on them and cuff them is a lot more interesting than a slap fight on the roof. :p
Especially as you can't actually kill NPC's. I've messed about once where I got someone to follow me up to a roof and knocked them off. They fell 15 stories, got knocked out... and then got up a bit later. lol

on top of this; make it so sometimes people just go up there to smoke; will mean sometimes finding someone you want to talk to might involve having to go there

Agreed. Most companies I've worked for have had a "smoker's corner" set up somewhere for those who need it.

That open roof space makes sense. As do those minor open roof areas you see about 5 floors up midway in a building.

For peak rooftop, chases would need to be implemented. Imagine chasing a killer down, he's just about to slip though your fingers, when he makes a wrong turn or takes a floor too far.

Imagine it raining, after a chase, one man on a ledge over a cold concrete street while the other shouts out, "It's over! Come quietly and I'll make sure you get a fair trial!" And all that noir stuff.

Again, loses all impact when they can literally jump off the building and simply be knocked out for a few seconds. lol

True... Need a net gun or something to keep them from jumping off the roof.
